1) Submitted Proposal – Land north of Potters Lane
Following an extensive consultation process, Griggs Homes has submitted a hybrid planning application for land north of Potters Lane to Hertsmere Borough Council.
The application relates specifically to the southern part of the Cowley-on-the-Hill site, close to Potters Lane. It is separate from the emerging vision for the wider masterplan and would bring forward the first phase of new homes, community facilities, open space and supporting infrastructure.
The proposals have been designed around the site’s existing landscape, including established trees and hedgerows. New green spaces, planting, walking and cycling routes and sustainable drainage features would be incorporated throughout the development, creating an attractive and well-connected place for residents and the surrounding community.
The application also builds on the established principle of residential development in this location. A previous application received a resolution to grant planning permission for up to 58 homes and a two-form-entry primary school. The submitted proposals allow the land to be considered in greater detail and coordinated with the longer-term vision for Cowley-on-the-Hill.
The submitted proposal includes:
154 new homes
50% affordable housing
A new care home
A purpose-built synagogue for SHEMA
Extensive public open space
New and improved walking and cycling routes
Improved access and connectivity
Landscape and biodiversity improvements
A mix of one to five-bedroom homes
Natural water management

2) Vision for the Wider Masterplan
Alongside the submitted application for land north of Potters Lane, Griggs Homes is continuing to develop a longer-term vision for the wider Cowley-on-the-Hill site.
The wider site extends to approximately 166 acres and is bounded by Cowley Hill and Well End Road. It forms part of the emerging Well End Strategic Urban Extension and has been identified by Hertsmere Borough Council as a location capable of accommodating future growth alongside new infrastructure, public open space and community facilities.
The aim is to create a sustainable and well-connected new neighbourhood that provides much-needed homes while also delivering the facilities, green spaces and transport connections required to support both existing and future communities.
The wider site proposals bring together new homes, community uses, education, recreation, landscaping and infrastructure within a coordinated long-term vision. Homes and facilities would be connected by an extensive network of green spaces and walking and cycling routes, helping people move easily through the neighbourhood and into the surrounding area.
The wider vision includes:

More than 30 hectares of publicly accessible open space
A wide choice of homes
A new local centre
Land for a future school
New sports pitches and a pavilion
New burial grounds
Community facilities
Better walking and cycling connections

New play spaces
The wider masterplan remains an emerging vision and is not part of the submitted application for land north of Potters Lane. It will continue to be refined as the site progresses through the emerging Hertsmere Local Plan and in response to feedback from the local community.
